China actually has done that off its coast. Reclaimed land. Not to this scale but much of China is rugged terrain so flat land is at a premium and they can actually get things done because Xi executed all the corrupt officials. Meanwhile California can’t even build a single mile of highspeed rail track. They stole ALL the money. No prosecutions because they have class consciousness and are all in on it.
