also they don’t have the avenues for legal pot revenue like oligarchs in legal states do. california for example can get money from private prisons, alcohol AND pot. but that ship has sailed in red states, they are probably never getting legalization just like we’re never getting legalization at the federal level.

Au contraire, my good comrade. A bunch of pot shops in eastern Oregon formed a PAC and contribute campaign funding to Idaho legislators that are against legalization. So the red states do get some revenue from it!
edit: and yeah, the interests of legal states is to keep border states that are illegal illegal otherwise they lose a chunk of money. what a great system!
