He did not, and it wasn’t even close. The state he got the highest in was Alaska, at a little over 10%. In nearly every state only the candidate who gets the plurality of the popular vote gets any electoral votes.
He did not affect the outcome of the election, the only thing that changed it was the Supreme Court illegally stealing it for Bush.

Nope, the joke is basically Harvey going “Hey, is that Ralph Nader?” and you see him go into a room where Bush and a bunch of other Republicans hug him and there’s a banner that says “Congratulations!” on it
