It’s called “Furiten No Yaku”
ok I’ll bite, explain the joke
Okay so in riichi, you can’t call ron (aka “i win”) on a tile another player discarded if you already discarded that tile earlier. Being in position to win this way is called “furiten” and is usually only a state you enter if you’re new at the game. “yaku” is a type of winning hand, which you need one of to win. Having a nearly complete hand with no yaku is also a very common thing to see for new players and new players only. Being in furiten and having no yaku is the worst of both worlds because your hand extra sucks
does that explain it?

highcard 7 got it
it’s more like you have j/8 off suit but you’re forbidden from winning with that hand because you folded j/8 off 17 hands ago
I’m from wyoming, born and raised, i call bullshit
I’ve often wondered about all those mahjong games from Japan, talk about shovelware
