I’m guessing Japanese has a term for the process by which small towns and exurbs got absorbed into Tokyo, the word roughly translates to gentrify, but it doesn’t quite work.

I don’t think this is true? Surely not? Tokyo has underground railway and that’s fine.
I imagine those are built more robustly than a buried copper or fiber line
