The two parts highlighted in the text show that Bush cared only about the optics, and that he thinks that refraining from golfing is a sacrifice he’s made in solidarity with the families of soldiers he sent to die for oil.

It’s a juxtaposition of two awful presidents, one clearly worse than the other, because he hasn’t even the shame to pretend that he cares, and because his crimes are greater in depth and scope.
