Well, the funny bit is that the “All passports” side will also accept EU passports, so if you have an EU passport and the “EU Citizens” side has a line and the other doesn’t (which, granted, tends to be rare), you can go to the “All passports” side.
However that line is much longer, as the processing of each person takes longer to process.
I did it once while distracted and the immigration guy just looked at me with a Wtf face and said, you know you can go there, right? And waived me through.
I think the understanding of most people here in Europe is also similar.
However officially you can go via the “All passports” lane when having an EU passport and at most you’ll get a funny look from the person doing passport control.
Personally I’ve done it a couple of times in an airport were you can see all the way to the front of both lanes, simply because both lanes were empty (sometimes I’m one of the first to arrive at passport control from my flight because it’s a bit of a walk from the arrival gate to passport control and I’m a fast walker) and the “All passports” lane was the closest one hence it was a shorter walk and faster - it also helps it was in my homeland and the local mindset is to do that kind of silly lazy shortcut so the people controlling the passports totally get it. I think I also did it once elsewhere by mistake because I was distracted.
Mind you, given the way things became in the US after the Patriot act, I can understand if Americans would already worry that using the “All passports” lane there would end up them somehow interrogated by a TSA agent or some shit like that purely because it looked suspicious, and nowadays they have even more reason to worry.

I feel like in the US, the sign would say “all passports” but everyone would tacitly understand it excludes US passports.
Generally: “US Citizens/Residents” and “Non-Citizens” or “Visitors”
