(sorry, we did not care about hygiene, but inmates transported them) While breeding the bugs in a lab somewhere Psychological warfare: Once the inmate realizes bedbugs are around, and he can not change that, he can not rest/sleep well. Pathogens might be applied to the bed bugs, destroying the inmates immune-system slowly, again with plausible deniability.
Using bed bugs as a torture method sounds quite evil.
