All the “corruption indexes” are just reflections of how western business interests feel about a country. They literally say it: Corruption Perception Index. It’s all about the “perception” of corruption. Meaning that if you legalize your corruption and call it lobbying instead like the Europeans and the Americans do, you suddenly have a much lower “perception” of corruption.
Also, perception according to who? Definitely not the people in those countries themselves, because they rank the DPRK as one of the most corrupt countries in the world - i mean how is that possible, did they conduct a poll there asking the people how they feel?
