You may be confusing him with Khrushchev. And anyway the distinction during Soviet times was incredibly blurry… it frankly still is, if you’re not a nationalist nutcase. Lots of people have ancestry from both sides of that very artificial border.
Khruschev was Russian too, although he lived in Ukraine for a long time, spoke fluent Ukrainian and married a Ukrainian woman (who also had a fascinating biography). The only Ukrainian general secretary was Brezhnev.
