I’m guessing this doesn’t affect the loophole where you can just change your activation servers to something non-Microsoft, then activate Windows from there? As far as I know, this is still a valid method to get a 100% legit copy without paying a single penny. You don’t need to do any KMS fuckery at all via this method. As far as Microsoft is concerned, you paid up.
