  • Es ist schon erstaunlich wie niedrig die Erwartungen sind, trotz allem. Fortschritt seit der Wende. Viele Berliner im Osten sind ohne Telefon und Toilette in der Wohnung aufgewachsen, und zwar noch zur Zeit der Wende.

  • Berliner kaufen auch Eigentumswohnungen. Zugezogene haben oft weniger langfristige Perspektiven und sind weniger an Eigentumswohnungen interessiert.

    Außerdem kann die Stadt Anteile von Mietwohnungen festschreiben. In den 2000ern hat der rotrote Senat das nicht gemacht weil es keinen Wohnungsmangel gab. Aber die Gestaltungsmöglichkeiten bestehen und werden wieder genutzt.
