I saw a lot of twelves there, which is 19kmh. While dodging trash bins and trying not to kill anyone, this is a reasonable speed. Not for a competitive cyclist of course.
There was no reason to go any faster. He wasn’t an immediate danger and they were just following him until he could be safely stopped. No need to escalate anything.
