Its because the entire government runs on 10.
Governments would have payed the fees. It’s probably because something like a quarter of windows users are still on windows 10.
The government is 1/4 of Windows users.
Giving everyone another year or so to get comfortable with Linux, I see.

Seems like the threat to stop support was just a marketing ploy to get more people to the latest data harvest version OS
Or, you know, you could leave. Or get on an LTSC version. For my contractor laptop, I have Win 10 IoT LTSC.
