This needs to be the top/pinned comment. It sounds way more like a landlord is just taking advantage of people than anything else. Even the shooting. Taking people’s money for a home that they can’t use, then refusing to honor their lease, and forcing them to sign an agreement not to disparage you, is peak bad landlord behavior
