It’s when someone or somemany is close minded to learning new things, i.e. willful ignorance, that it’s a problem.
Dickens certainly thought it was a bad thing.

What we mean is: Not knowing something, i.e. ignorance, is fine (we don’t know everything even, most beings don’t).
