The depiction of a racist character (the character themself is a racist) isn’t necessarily racist in and of itself, unless the film endorses it in some way. It can be used as commentary, to highlight the reality of a specific time or place, or to show what kind of person that character is. The racist depiction of a character (a character that is portrayed in a racist manner, such as one that displays racial stereotypes) is more often than not a reflection of the filmmakers personally held racist beliefs, though in some rare cases can also be used as a commentary.
