If the purpose of a community center is to serve the community’s needs then it should not be one single person’s decision. You would have people submit suggestions, then do assessments to see which suggestions are feasible and how much time/resources are necessary, then hold a meeting with the community to discuss, followed by a vote.

There are of course some basic ideas that might be broadly applicable, such as providing opportunities for education, for socialization, for physical exercise, for artistic expression, etc.

But the exact implementation will depend on a number of factors that vary from place to place. Where is this hypothetical community located? What does the area lack in terms of amenities? What are the specific local cultural traditions? How many people live there and how close? What is the level of education? You really can’t look at this sort of thing in a vacuum.
