    I wouldn’t say employing. That presumes the ‘employee’ was aware of the intentions of the ‘employer’, and acted based on that.

    Inciting is a better term, as it conveys the clandestine nature of the real intentions behind the actions.

      Look, I’m a criminal and have lived around criminals my whole life. I’ve also been in the army, in intelligence. I know how things work. People have this grandiose idea of how psyops and crimes are carried out.

      It’s more basic than you think.
