This exempted slavers from facing felony charges for killing their slaves if they resisted punishment.
The scriptural basis of this is Exodus 21:20-21
If a man beats his slave to death—whether the slave is male or female—that man shall surely be punished. However, if the slave does not die for a couple of days, then the man shall not be punished—for the slave is his property.
Implying that you can indeed kill your slave as long as it doesn’t happen immediately.
Now this was before the declaration of independence but drafting laws after scripture has a longstanding history in the US.
