A bad landlord killed someone’s dog and 3 innocent bystanders.
Chiuahahas can fit through regular balcony parts. They’re only meant to stop toddlers, a 4” sphere. Most small dog owners know to put extra blockages up.
Very unlikely to be a landlord caused issue.
