Believe this is part or at least collaboration with the Great Green Wall initiative, they’ve done other things in the region like planting drought tolerant trees to hold back the sand. The villages near the solar farm stated in a different article there was a point they were having to buy feed because the grasses avaliable were no longer enough to sustain their flocks.
