In my opinion it’s “advertising”; To the doubters; To their own people seeing friends not come back that the sacrifice is worth it; To the EU showing the damage to Russia; To other countries interested in buying some capability.

50%? A second rescue op was conducted
0.1%? How many people on each side were killed in this series of events.
In the ukraine conflict people wait for video or sat proof. We’re getting very little actual proof from either side. It’s a mess!

Yes. But remember if you hump your wagon in to a road, it will likely get humped from behind by the next wagon when you least expect it.

Nerd time. Hump yards or hump shunting is when they push a rail wagon down a hill and use gravity to push it.
Then there are a bunch of switches to go through to make it go into a particular road.
It then runs into whatever wagon was already there (and automatically couples together).
This impact is very bad for wagon mounted equipment and sensitive cargo.

The context of this rebate is the tax is designed to pay for roads. These companies have to split their diesel use between vehicles that use roads and those that do not (e.g. mine trucks).
So they managed to get someone in government many years ago to say “why yes, you don’t use roads so you don’t need to pay the roads tax on fuel”.
Considering how profitable these companies are … well.
