What I understand is that the consciousness requirement was placed so that people could verify that the animal was healthy and had not been ill-treated. Stunning is allowed after examination and before slaughter. Meat certified by the UK Halal Food Authority, for example, is from stunned animals.
There are a few requirements for meat to be halal, such as killing humanely (usually by a single stroke of a sharp knife), and making sure the animal is healthy and has not been ill-treated. Some say that this improves the taste, as frightened animals produce lactic acid, which sours and hardens the meat.
I don't think there's a strong relation between knowledge and salary. It's more likely demand and supply - if specific skills are in demand, and not many people have them, then pay will increase. And at the highest levels it's often not what you know, but who you know that matters.
