How would you produce solar panels when living "off grid"? You need a large, integrated economy to be able to produce such complicated hardware. This is why solar punk is fundamentally an elitist ideology. I think it's intentional. If they pointed to an actual crime of the USSR, communists would just go 'Yes that was fucked and they shouldn't have done that', thus disproving their point about communists being brainwashed or campist or whatever. As it is they can just say 'look at these tankies defending all these crimes!'
