DPRK just handed out 60k keys to citizens for apartments they built over the last 3 years. Sweeps don't give people homes, they just cause trauma. Guess who does the sweeps? NYPD. You can lose what little possessions you have in the process and it is a humiliating experience. After the sweep you still need a place to put your head that night.
