What does altruism even mean when it comes to a country? Isn't protecting itself in itself a act of altruism since it is a conglomerate of individuals? I suppose you could argue that the smaller nation's should all submit to the bigger nations since more people benefit from the bigger nations success , but something tells me that doesn't sit right with you either, wouldn't it be more selfish for a country to prioritize an individual or group of individuals over the whole?
