He'll get away with it. Likely someone would have distracted him with something pointless if the general consensus was the international community would actually do anything.
My opinion is they'll push the line with another country or two before trying anything against a white/western/developed power. He hasn't said anything about a central or south American territory of a European country which would have been my first guess. Greenland seems then like the best candidate once they make the jump to that level even though logistically it would be harder to take and hold.

In an interview with Breitbart News in March she appeared to be supportive of Trump and said that federal Conservative Leader Pierre Poilievre would be a better ally to the Americans.
“Pierre... would be very much in sync with, I think... the new direction in America,” she told them.
Well, didn't think I'd ever agree with Smith, but here we are.
Wouldn't it be a fun turn of events if Trump's actions antagonised the Caribbean/Central America countries enough that they became a united front and that cooperation launched them into becoming a powerhouse.
While I voted NDP I had hopes for Carney with his 'elbows up' stance. However, he immediately tucked them in and started bending over for tRump. Between that and (trying to) ending the Air Canada strike, no wonder voters are getting disillusioned.
He does say 'irrational' fear and it was during an ice breaker, I'd take it as wholesome since it wouldn't have been a really serious situation when it was revealed.
Possibility different if they had brought in real hammerhead sharks. Also, if he'd been attacked by a hammerhead shark, but being an irrational fear I'm guessing not.
My first thought was that this happens enough they have a properly printed sign for it.
