I'm an Oregonian and had forgotten this was even passed as an amendment. Since the main thrust was that they need to build awareness it's not a great sign that I didn't have this on my radar at all, as someone who regularly follows the news and works with and around the healthcare and coverage industry and is fanatically on the side of single payer and reform and voted for this.
I'm glad they're taking the time to build something that will weather the storm, but don't "CA high speed rail" it and have a project sitting in the middle of nowhere with lots of committees, spending and no visibility or progress to most people. The public health care exchange by the states--horrifically implemented by Oracle with lawsuits settled with Oregon and other states, 10 years ago was a successful tool in deenergizing public health offerings and built up more resistance to accepting things can be different thanks to huge misinformation campaigns.
