The new plan seems to be tactically retreating to the western hemisphere where the US can "reestablish dominance" and build up capabilities to (we can assume) eventually rechallenge China.

They target specific people in many (not sure the exact proportion) of their raids, so I guess that cuts down on the chances of their targets being armed, at least legally. Also, I don't think it's an accident that the vast majority of their targets have had no criminal past.
Yeah, Iran proved you don't need the most advanced missiles, just enough to overwhelm the enemy's interceptors. And defense is always more expensive than offense, usually by orders of magnitude.
I'm sure having a mix of both in your arsenal is the most optimal play, especially if you can hold back the more advanced stuff while your enemy is already tapping out after being hit with your cheaper stockpile.
Anecdotally, a local group has been monitoring deportation flights, from both on the ground and using flight tracking. After our communities started having some success with ICE patrols deterring these raids, it was observed that flights were still occurring at about the same rate, meaning they must've been flying mostly empty planes when known abductions for those days/weeks were far too low to fill up each of the observed flights.
All that is to say, this spending isn't even useful for their intended purpose, as evil as it is. This is just a way to burn money, and is probably mostly motivated by some kickback deal with Boeing if I had to guess.
