It can always make more dollars if it deems that necessary and always has done so in the past. And as long as you build functional and necessary state things, every economist and every journalist that points at the debt needs to be bullied and stuffed in a locker. Debt matters to nations depending on IMF/US loans and that’s an entirely different issue.
