Weekend plans are a good conversation topic with anyone you're already talking to. People spend their weekends with the people they like, going to places they like, doing the things they like. Talking about what people did the last weekend reveals what's important to them, and is a glimpse into their interests and hobbies. If those overlap with yours, you've got something to talk about. Even if they don't, maybe ask about them anyway, and see if you can learn something new about a new interest or hobby.
Don't agencies have some kind of de minimis threshold for just running out to the store and buying basic stuff? I thought that's why the DOGE freeze of government credit cards a few months ago was causing labs to cancel experiments and employees paying out of pocket to feed horses and working dogs.
So the military does have a strict procurement process for rocket fuel, but they generally refuel their civilian vehicles (vans and such) with a government credit card at normal gas stations.
At least that's how I understand it.

Robert Putnam wrote an influential essay called "Bowling Alone" about the weakening social institutions in American society, and the accompanying rise in loneliness. It was published in 1995 and eventually adapted into a full length book published in 2000.
It's not new. But the trend lines that could be seen in the 90's have only gotten worse, as we've lost or weakened many of the social institutions that used to keep us grounded in our communities.

We can modify the genes of living animals by creating viable zygotes, growing them into viable embryos, and implanting them into living wombs, because we already have a factory that is configured to process blueprints of a very similar type.
We don't have the ability to rebuild a dinosaur factory, even if we get the dinosaur blueprints again.

My wife and I are really good friends with our neighbors, a couple that are great social complements of each other.
One is an awkward extrovert who loves to socialize but isn't great at reading social cues, avoids eye contact, tends towards dominating conversations and steering them towards his own preferred topics. He's legitimately hilarious though, and is a good guy.
His wife is a charismatic introvert. She's charming, engaging, a great listener, and really funny, too. But she admits that she needs a few days to herself just reading at home and being away from people after every time she socializes with people outside her family. She likes to leave early from social gatherings.
The two of them together make a great team, though. They really do bring out the best in each other, and are a ton of fun to hang out with.
I made a comment above explaining why I think it's a monospaced font with each character 5 dots wide, with 2 dots of space between characters. The 1 uses 3 dots and the 0 uses 4, while the period and colon use 2 dots of width. But each of these less than 5-dot-wide characters also is surrounded by more than the typical 2 dots worth of space, proportional to the assumption that each character is assigned 5 dots of width.
I think you're right.
The 2's, 7's, and 8's, as well as the letters B, C, D, and L are all 5 dots wide. The 1 is only 3 wide, and the 0 is only 4 wide, but each seems to have a larger gap to the next number. The punctuation (colon and period) seems to be 2 dots wide with significant spacing around them. That suggests this font is a monospaced font with each character 5 dots wide, spaced 2 dots apart.
So it makes sense for 3 to use all 5 dots of width. And the one unambiguous 3 we see is 4 dots wide, placed in a spot approximately one dot too far right. The way you've filled in the 3 makes the most sense, and leads to the straightforward conclusion that the unidentified character is a 3.

This often cited study from 2012 reported that something like only 27% of those with bachelor's degrees were working in a field related to their major. It's over 10 years old but there's no reason to assume that the general broad principles don't still apply in the modern economy.
University educations have never been intended to be mere vocational skills programs. Being able to research, read, and write critically are important broad skills that are useful in life (including in the workforce), and most jobs out in the world don't actually require significant specialized education.
People who work in sales, management, design, logistics, event planning, contracting, marketing, advertising, finance, real estate, and things like that don't need particular degrees to do those jobs, but most of the white collar world has degrees. There's nothing wrong with majoring in English literature and then going into software sales, or majoring in history and going into logistics, or majoring in philosophy and becoming a journalist. It's not like you get a free pass to stop learning once you're in an industry, and keeping up means learning things that weren't even known when you were in college.
It's liberating when you realize that the choices you made at 18 don't box you in for life. You have the flexibility to make career changes into different industries, different roles, different cities, and different employers when you realize that most jobs can be learned as you go.
And most jobs suck, so it's worth finding something that fits your strengths and ignores your weaknesses, so that it's just easier for you to do.
