Reading this thread I wouldn't say this is a fair interpretation of plinky's comments, if anything I feel like people are reading a moral judgement into his comments that he clearly didn't intend for.
In a good faith reading he's arguing what historical developments are most likely to weaken imperialism. You're correct that his take is very out of pocket lol but plinky is obviously a comrade

So this is obviously false right, but is he referring to something specific, where is the 5 years coming from? It can't be about stockpiles, so is it about delivery mechanisms/early warning/second strike capability?
If you're dumb like me you might think this graph is of China's own gold holdings but it has nothing to do with that. This is apparently about China boosting their own exchange venue for gold and encouraging other central banks to store some of their gold in China
