In very small numbers. Car recycling/scrapping is a huge industry in developed nations. One that the big manufacturers support for a couple reasons. Main one being to maintain artificial price flooring. If used cars are expensive and harder to come by, people give in and buy new. The manufacturers knew this. But it didn’t occur for them to actively engage in such practices until Cash for Clunkers happened in the US.
Also, low income countries already get their cars from manufacturers people in western nations have never heard of. China, India, and even Iran export new cars to these nations. Options that would be easier to obtain and maintain than something like a 20 year old GM SUV never sold directly in that market.
The author’s guess at potential future concerns doesn’t seem reflective of reality around car ownership economics. Plus China is already getting new EVs to some of these markets at artificially low costs.

It’s not even close actually. The figures for China are so high because the government was giving the manufacturers of the batteries and cars direct subsidization. While also giving buyers tax breaks for purchasing.
Some of China’s EV makers still aren’t even profitable. But government support has ensured the cash flow needed to continue operating.
Even that is still an understatement for how looney tunes this dude was.

Might be able to add context here. Company I work for started looking after few different project ideas when it passed. What we found was the version that passed left how the program would work undecided. Essentially requiring the EPA and other agencies to digest the text and establish process and procedures to apply and qualify.
A project I’ve been working on nearly 2 years only finally got some good news back in March. It took federal agencies that long to decide who/what/when/where/how you’re able to tap into these funds. Thankfully my team and I made the case it was a project worth doing regardless of if the government ever gives us the tax breaks. Which we might get enough back on doing to immediately replicate the project at more locations.
