I don't know where you live, but where I do, many usually uneducated workers, peasants, and petty bourgeois think it's normal to throw rubbish everywhere. Even educated peoples, which are usually well-off seem to have the same problem, so while building and planning such projects, which in my case is a communal garden, take it as an opportunity to make such basic concepts normalized and encourage more community building along side political agitation. In my experience, the youth are usually the most prone to radicalization, so focus on planting seeds there.
You mentioned that the PRC under Deng learned after the failiures of the USSR when Khrushchevist opportunists took over. However, I don't see the correlation between that and a rushed transition into a planned economy.
I'm aware of the export of exploitation to the imperial periphery under a social democratic economic system, but no other nordic social democrat country is there, so I don't think so.
We have a crippling economy, corruption, imperialism, poverty, occupied land, a genocidal settler-colonial entity looking to murder everything that moves, and this bigoted, privileged white shit thinks what we need to do is disarm the only meaningful form of resistance we have.
Since its formation, it has and will defend Lebanon from countless invasions, attacks, and aggressions. The last thing we need right now is the disarming of Hezbollah.
The last 100 times the settler-colonial entity tried to "take care" of our resistance, it went air-striking civilians, caused millions to be displaced, murdered thousands, occupied land, continuously air-strikes, surveils, and commits other violations of the ceasefire. I can keep going for days.
Also, on the side note, couldn't the U.S send someone different. If I wanted to seem like a peace-maker, I would at least not tell journalists they're uncivilized upon arrival, call them animalistic, and threaten an entire nation already been through hell. Yikes, even the Lebanese bigoted fascist Israeli and Western collaberaters can't defend that.
