But there's no need for those people to have the ID #, or a card or something. The ID is in facial recognition, fingerprints, gait, etc. The public doesn't need to know about the ID system

Netanyahu is committing a genocide. The legal argument for arresting Netanyahu is that https://en.wikipedia.org/wiki/Universal_jurisdiction applies to genocide. That means any state at any level of government is able to prosecute the crime (or arrest the fugitive and bring them to the more appropriate court, like the ICJ). I don't think this is enshrined in US law, and in practice universal jurisdiction is just for bringing Africans to european international courts. But that's the theory (afaik, i'm no lawyer)
