The cost would be massive for you or I to utilise such services, less so for an agency, and it certainly isn't difficult.

A 45tb tape would cost me a consumer $98, 45 of them would be 2pb and cost a whopping $4,320, it would surely be even cheaper for a bulk order at non-consumer costs. Hardly difficult or costly.
Ethnic cleansing is the forced removal of a peoples from an area.
Genocide is the removal of a peoples entirely either through killing or erasing culture.
There is generally a large amount of overlap between the two however, which is not helped by the lack of a legal definition of ethnic cleansing. What Israel is currently doing is undoubtedly genocide.
Apartheid forced the people into small areas, such as what was done in Gaza/West Bank. What’s happening now is trying to remove them even from those regions.

Some countries nearby might use the genocide to rile up their population, but too many are complacent that it’s really only going to be Iran acting on their own if they do, so they won’t.
