They're cooked. I'm assuming the lighting makes them look more white than yellow/ brown.
These are similar to Newfoundland Raisin Tea Buns / Biscuits. I'm not sure if calling them biscuits is a regional thing. They're not as sweet as a cookie and has a tea biscuit / bun texture.
Tea biscuits can be savoury. Most people are more familiar with cheese tea biscuits, which goes really well with tomato soup.
