It is, but its literally the most NSFW thing I've watched in years. 14yo(12yo? I'm not going back to check) nipples, out in the open, almost non-stop, along with any panty-shot you could concieve of.
Top of my list for shows I wish had reigned it in even slightly, or had a censored version on streaming, because as is, I can't recommend it to friends or family, but its just too damn good of a show/story.
The first episode will put you on some of the worst lists. It's worse than porn, yet better than most anime by far. Utena is a victim, and I think she sticks with it partially because she realizes all of the Magical Girls in her world are victims.
