Only idiots store confidential data on the phones. And only real imbeciles do that while traveling to foreign and not completely friendly country. And it is bad that imbeciles work for a nuclear agency. Very bad.
10-15 years ago there was an experiment of similar kind (don't remember motivation though) and they replaced station announcements in metro in the capital with children's voices.
That was disgustingly horrendous. Luckily the stations in Kyiv are rather distinguishable so those announcements weren't very important. At least for locals.
They are idiots. People don't have children because life is hard and perspectives are grim. Not because women refuse to give birth while men are willing to.
I say that they shouldn't have any sensitive information at all. And their claim that it was testing data that leaked shows that they do have that sensitive information. It just hasn't leaked yet. At least if we believe in what the company says.
Billing? ID -> balance. "Very" important data for hackers. They had more? Like card numbers, names, addresses, etc? That's a bad practice for VPN providers.
