This is exactly the capitalist excuse a lot of employers use until someone gets seriously hurt or dies.
11 years in this field should be able to weather at least a few missed paychecks. Admittedly I didn't read the article, but if it's in the US they would be able to file for unemployment as well for supplemental income.
Capitalism? Are these paid services? This is bribery. They are getting something from the government for pushing their agenda.
Are these extra grants or just stipulations on renewing existing? It's not like the government wasn't already giving them money, it's just this will provide a return.
I'm sure the lawyers made them put that in for liability purposes, regardless of how good the tech is.
