Why do you think that they don't care? You can have a bar and care about your custommers not killing someone. It might be a small business, or yeah it might not be the owner, it might be a manager. You never know.

I get that, I just can't comprehend, how you can do anything with it. In my country we have similar thing.
We have "Birth number" and it is on every contract we sign.

More context:
For online sign you would need atleast 2 identifications (for example Identity cars and passport). And usualy thay make you come anyway to prove you're you.
It is bafeling to me, that some peaple in US have no means of identification.
But how do you know it's 360? If it wasnt a line, it could be 359.999 Or lets say 350, then w+z is 175.
The 360-ness you take is from the point of view where you already expect it to be a line.
