That's why I'm not asking it to give me actual code I should use, but keep it high level. If it then says there are patterns x,y and z that could be usable, I can look it up myself and also write the code itself.
Using it to actually write the code is mostly garbage, yes. And in any case you still need to have an idea of what you're doing yourself anyway.
This. I'm a software engineer and I also sometimes use it by providing it a problem and asking it for ideas how to solve them (usually with the addition of "don't write any code", I do that myself, thanks). It gives me a few pointers that I can then follow. Sometimes it's garbage, sometimes it's quite good.
The world isn't black and white. Just because the USA is bad, doesn't mean it's opponents (in that case BRICS) are good. It sounds nice and easy, but that just isn't the reality. All global players have some flaws (or are outright evil) and you can only figure out for yourself which of these bother you the least.
Basically: "USA bad" does not implicate "enemies of the US good"
True, you can technically compute anything in CSS with enough hacks—but if your boss asks you to implement a sorting algorithm in CSS, it’s probably time to question their sanity. So I acknowledge the "well akchually", but still stand by my previous point😅
You could make that argument for interpreted languages, I guess.
But still I would say there is a difference between those languages and HTML. HTML just describes the layout of a website and CSS describes how this layout should be presented exactly.
What I consider a programming language (and output a "computer program") can do stuff like perform calculations, follow some control flow (e.g. conditions, loops, etc) and can handle user input/create output dynamically.

Maybe it doesn't matter legally speaking, but as a software engineer I would object when someone says HTML/CSS is a computer program. It just is some specially formatted text that is interpreted by browsers (which are the actual programs here).
Most of the time in favor of the last person he talked to, if that person knows at least a little bit how to handle him (and Putin most certainly does).
