Yeah the entire nomenclature does a terrible job of differentiating what really matters in vehicle type as a law regulation category. As far as i can see the main factors should be:
They don't use those because there are better options for nyc since space is so tight. The sheds usually have roofs, so in the cold weather they just put plastic over the windows and use space heaters attached to the rafters
Woohoo!! As an nyc resident i can't even describe how much nicer it is having outdoor dining sheds instead of parked cars. Like it really makes the whole city feel so much more exciting and alive! Last year when the sheds got replaced by parked cars it made the city so much more drab and dull

I would add one more adjective to complete the description: terrible. Depending on the situation, sometimes it's awesome, sometimes it doesn't live up to the hype, and sometimes it's downright terrible.

Seems like there would be easy ways to make this never happen. Like just never ever let anyone in after sundown, and make a bunch of extra shelter sheds in front of every house so if a human really does need emergency shelter then they can just go into one of the many safety sheds
Thanks for the info but I purposely only ever use effect. The difference conveys no additional information, and it's already close to an archaic usage
