COVID-19. The inflation that everyone hates was a result of COVID (and other knock-on effects like price gauging), and not all Biden's fault. Biden has been cleaning up after Trump's awful pandemic response, and it's all Biden's fault apparently, so let's give the job back to the guy who messed it all up in the first place.
When scientists want to publish their results, the paper first goes to one or more referees (usually anonymous), who advise the editor about the quality of the paper. It is common for referees to ask why the original author(s) did not consider a particular question as part of their work. The reply in the cartoon is commonly used by the author to defuse that question, essentially saying we didn't consider that question because it's too much work, and just publish what I've done already, dammit.
That's long before the Constitution. At the Founding, you have Congregationalists in New England, Presbyterians in New Jersey and Philly, Quakers in Pennsylvania, Catholics in Maryland, and Church of England and Methodists all throughout. Which denomination should the federal government support? None, they decided.
