Life was miserable almost from the start of the Bolshevik revolution for most people. The USSR's implementation of communism was so bad, it's become cliche.
It fits perfectly well. The placement changes the emphasis subtly.

The second calls the listener's attention to the emphasized aspect whereas the first might reference the height in relation to other aspects... but would be more context dependent than the second form.
Which is also why socialism will never work. Humans are piss poor at evaluating the common good and making decisions collectively (see also: the last US election.)
