Question about the tendency to be reactionary of the the intelligentsia, and new petite bourgeoisie and labor aristocracy

If the intelligentsia, and new petite bourgeoisie and labor aristocracy tend to be reactionary and tend to align with the bourgeoisie, how do we get to keep the infrastructure that they run without them holding it hostage against the revolution?
