In that case, the answer is simply that what you’re suggesting is slightly more expensive. It’s the same answer across the board for every single environmental or climate problem we have had in the last century. The solution is slightly, like a fraction of a percentage point, more expensive, and so they won’t do it.
I like your suggestion for Israel though. It should be turned into a closed loop system , and the waste should be filtered off through boiling.
