I view it the same way I view Nazi Germany. All Wehrmacht conscripts are valid targets as long as they are serving and Nazi Germany remains extant. But that doesn’t mean mass ethnic cleansing, or worse, counter-genocide, is the solution after Nazi Germany is dismantled.
War criminals - regardless of how many there are - must be dealt with on an individual basis. Fuck all of them, but fuck them for the exceptional act of being war criminals, not for being conscripts.
