Every single country has travel restrictions what makes you think the DPRK is any different? Are you able to freely leave your country without a visa or a passport? Do you have to go through a security check at the airport to leave the country? Do you have to get government approval (not be a no-fly list)?
Are any citizens anywhere allowed to leave whenever they want freely and without any sort of government regulation of a passport, background check, security check, government approval (ie not put on a “no-fly list”) or without a visa or without fear of being detained for any reason whatsoever?
